It starts today! A stricter law-enforcement measure takes effect after the Royal Thai Police linked its database of outstanding unpaid traffic tickets with the Department of Land Transport. Officials indicate that if the warning period has passed and fines remain unpaid, vehicle owners may still pay their annual road tax — but will receive only a "temporary document" until all outstanding fines are fully settled. The new system allows members of the public to check their own information and verify every step of the process.
Today (1 Aug.), reporters indicate that the new measure linking traffic ticket data with annual vehicle tax renewals has officially come into legal force starting today (1 Aug.) onward. Its primary objective is to improve the effectiveness of traffic law enforcement, change driver behaviour, and build sustainable road discipline.
Regarding the steps and operational process under this new system: when a driver commits a traffic offence and receives a ticket but fails to pay the fine within the required period, the traffic officer will send a formal written warning notice in accordance with the procedure stipulated by law. The entire notification process takes approximately 60 to 90 days.
If, after that prescribed period has elapsed, the offender still does nothing and the fine remains unpaid, the outstanding ticket data will be automatically and immediately transmitted to the Department of Land Transport's system. Unpaid fines allow tax renewal to proceed, but only a "temporary plate" is issued.
Regarding annual vehicle tax renewal, the Department of Land Transport confirms that vehicle owners with outstanding unpaid tickets may still proceed to pay their annual road tax as normal, but they will not yet receive the official tax disc (the actual tax sticker). Instead, officials will issue a "temporary document" for use in its place, valid for the period prescribed by law, until the vehicle owner has fully settled all outstanding traffic fines — at which point they may return to collect the official tax sticker.
In addition, in the interest of fairness and transparency, the new database system also gives members of the public and vehicle users the opportunity to look up the details of their own tickets, including retrieving copies of warning notices, proof of postal delivery, and information on the officer who issued the ticket, so that the public can have confidence in the accuracy of the process and verify its correctness openly.
